This bug seems prevalent in the Skyrim world but I cant find any reference to it on US. Its not even that its murky or dark - its just a solid grey or green screen. The TWS command works for completing quests or I can turn off ENB.
There is a good mod for this problem Green Water Fix over at Skyrim Nexus. I recall being able to see underwater before when I began to play the game but now I cant. This is supposed to be a 100 working solution. For some reason some users have issue with the DoF underwater. Whenever I go underwater I cant see anything. Type tws into the console.
The Green Water Fix should work for you even though your water isnt green.
